Participatory decision-making at central level - University Council
At central level, there is the University Council. This participatory decision-making body represents the students and staff of the EUR and is consulted by the Executive Board concerning decisions the Board is planning to take on main aspects of educational, research and staff policy. As regards the last-mentioned field, the staff section of the University Council functions in broad outline as a central works council.
The University Council has 24 members and a chairman. The twelve student members and the twelve staff members represent all the faculties and central services.
The Presidium, consisting of the chairman of the University Council and four members, constitutes the Council's executive committee.
To advise it, the Council has set up four permanent committees:
- the committee of counsellors, which advises the Council on appointments;
- the staff and administrative affairs committee (PBZ);
- the education, research and student affairs committee (OOS);
- the financial and infrastructural affairs committee (FIZ).
In addition to these, the University Council can set up ad hoc committees to advise it on specific subjects.
The Executive Board must request the Council’s assent before taking a decision on adopting the EUR's Strategic Plan and Institution’s Plan for example, the design of the quality management system, the student charter, rules and regulations governing administration and management, the rules governing safety, health and welfare, and the regulations of the University Council. In a number of areas the Board is required to ask the Council for advice in advance.
The meetings of the University Council and its committees (with the exception of the committee of counsellors and the Presidium) and the documents relating to these meetings are in principle public.
