Short Biography

Dr P.L. Hupe (1951) is associate professor in the Department of Public Administration at Erasmus University Rotterdam. In 2007 he was also visiting professor at the Public Management Institute, Catholic University Leuven. He studied political science at the Free University Amsterdam, where he got his degree in 1976 (cum laude). After military service and some years in the civil service he obtained his Ph.D. at Leiden University (1992). His field is the theoretical-empirical study of public policy. He approaches policy as concerning the ‘directional’ part of governance.
