Administration and Management Faculty level
The administrative organisation of a faculty is regulated in broad outline in the Higher Education and Research Act (WHW), amended in 1997 by the Modernisation of University Administrative Organisation Act (MUB), which as regards the EUR came into effect on 1 January 1998. The faculty administrative organisation is regulated in detail in the EUR Administration and Management Regulations (BBR) and in the faculty regulations of each faculty.
The University Council Regulations regulate the duties of the faculty councils. The faculty regulations provide for the administration of faculty study programmes, of the research to be conducted within the faculty and of the basic units (capacity groups). The regulations mentioned can be examined at the University Office Support Department Legal Affairs or the faculty offices.
At Erasmus University Rotterdam the board of the faculty consists of one person, namely the dean. The Executive Board appoints and dismisses the dean. The Faculty Council is consulted on a proposed appointment or dismissal.
The dean is responsible for the general management of the faculty and for the administration and organisation of the faculty as regards education and research. For this purpose, the dean adopts faculty regulations. The dean collaborates in the administration of the university by consulting with the Executive Board in the preparation of the Institution's Plan and its budget. The dean also has a number of specific tasks, which include adopting the education and examination regulations and the guidelines for facilitating research. The dean reports to the Executive Board and furnishes the Board with the information it requests in this respect.
The Faculty Council is the participatory decision-making body of a faculty. Half of the council is elected by and from among the members of staff and half by and from among the students of the faculty.
The staff members of a faculty council also act as joint committee where general staff policy, the application of working and service conditions and matters relating to working conditions, etc. are concerned, to the extent the dean of the faculty has powers in this respect.
Each study programme has its own departmental committee, which furnishes solicited and unsolicited advice to the dean or the programme director on everything to do with the teaching of the programme. Half of the members of the departmental committee are from the student body, the other half from the lecturers of the programme in question.
The faculty office provides professional support for the dean and the faculty council. The office is responsible for the development and implementation of faculty policy, especially in the sphere of education and research.
In addition, the office provides services for faculty staff and students and is responsible for the de facto implementation of the faculty's financial and personnel management.
The dean is appointed by the Executive Board as faculty manager. The faculty director is the head of the faculty office and also submanager beneath the dean.
The dean makes provision for the administration of the study programme(s) within the faculty. This administration may consist of more than one person (programme board) or one person (programme director).
At the EUR the programme board consists of one person. An advisory committee, the Departmental Committee, half of which consists of lecturers and the other half of students, assists the programme director.
The dean makes provision for the administration of the research to be conducted within the faculty. For this purpose, the dean may set up one or more faculty research institutes or schools of research.
A faculty or faculty research institute or school may also constitute part of interfaculty or interuniversity research institutes or research schools.
The dean sets up basic units (capacity groups, departments) to organise, coordinate and integrate the work of staff working in the same field of study. The chairman of a academic unit or department is a professor.
The duties of a academic unit include the following:
- regulating and implementing the education provided by the academic unit or department;
- implementing the academic unit or department's programme of research, bearing in mind the dean's guidelines.
