Modules first semesterThe first semester consists of three blocks. The first block takes place in September and October, the second block in November and December and the third block in January and February. Each block consists of different modules and can be followed separately in different years, for those wishing to do the course part time (more info about the part-time MEMR on request).
The governance of systems is a critical aspect of urban management. In this Urban Governance module the legitimacy, effectiveness and efficiency of public services will be looked at in the light of changing degrees of control, objectives and costs. In present-day public management there is a need for inter-institutional co-operation at the horizontal level as well as between different tiers of governance. Unfortunately, the scale of administration no longer corresponds to the enlarged scale on which the complicated and interwoven control and distribution of traffic, living and environment and other matters which require attention. That spells inefficiency and its inevitable concomitants: inconsistency and counter-productivity, and is not conducive to a successful engagement in the growing international competition with other urban regions in Europe. Attention will be paid to relations between government institutions, non-government organizations and the public, as well as to public-private partnerships.
