Ellen Minkman is PhD candidate at the Department of Public Administration at Erasmus University Rotterdam.
Ellen is working on the IHS research project ‘Diffusing the Dutch Delta Approach’. The Netherlands have an active water policy, aiming to diffuse the Dutch delta approach and collaborate with other countries in developing adaptive plans in other delta regions. Ellen’s research concentrates on the question whether policy transfer occurs in these international projects and whether mutual learning is taking place.
The project is conducted in cooperation with knowledge institute Deltares. Delares is a leading actor in developing and implementing a master plan for flood reduction in Jakarta, Indonesia. Multiple case studies will be performed in the research, including an in-depth study of the Jakarta case.
This research should increase understanding of the dynamics of policy transfer and policy learning, and further aims to provide insights that enhance the Dutch efforts in the area of flood protection and climate adaptation in delta areas.
Ellen holds a Master’s degree in Civil Engineering and a Master’s degree in Science Communication, both from Delft University of Technology.
