Jannes Willems is a postdoctoral researcher at the Department of Public Administration and Sociology, Erasmus University Rotterdam. He participates in the European Interreg-project "Blue-Green Infrastructures through Social Innovation" (BEGIN) and is part of the EUR RePolis research group that focuses on citizen initiatives.

Previously, Willems was affiliated with the Department of Spatial Planning & Environment at the University of Groningen, where he completed his PhD dissertation (2018) on institutional change in Dutch waterway management in response to the development of ageing infrastructure assets.

Willems has done several research projects in the fields of water management, climate adaptation, infrastructure (re-)development, and spatial planning. A re-occuring theme in his research is the changing role of public agencies in modern society, which are increasingly opening up their assets to other stakeholders. Theoretically, he has used concepts related to the new institutionalism, discourse analysis, transaction-cost economics and organisational learning.
