  • I have a hbo-bachelor degree (non-research-university higher education diploma) can I apply for the programme? 
    No, you cannot apply directly to our programme, you will first need to do a transition year/ pre-master (Dutch: schakeljaar) in Public Administration. Passing the transition programme makes you eligible to apply but it is no guarantee for admission. However if you pass the transition programme you are automatically admitted to our Dutch-taught Master's programme in Public Administration. Please check this page for more information regarding the pre-master programme. Please keep in mind that the transition year/ pre-master is taught completely in Dutch. 
  • I have a research university bachelor degree which is not directly related to the public sector, can I still apply? 
    Most relevant degrees include public administration, public management, public policy, government and political science, and in some cases sociology or spatial planning. If you have a different background, please read our admissions criteria.
  • Can I transfer my grades from another university?
    No, it is not possible to transfer you grades or credits obtained at another university.
Language requirements
  • Why do I have to present a language proficiency proof? 
    All classes are in English, so is the literature. The programme is of course academic and therefore you will need to read, write, speak and understand English at a proficient level. Keep in mind that this applies for both the non-Dutch as well as Dutch students; everyone is treated equally. 
  • Are there exceptions to language requirements? 
    Yes, in some cases you might be exempted from presenting proof of English proficiency. Please have a look on this page to find out if you are eligible for exemption. Keep in mind that in case you believe that you qualify for exemption you need to present a proof thereof.
  • Can I take an institutional TOEFL test?
    No, you cannot. You will need to do the official TOEFL test at a TOEFL-certified institute. In both cases please visit for more information.

  • What is the application fee for applying to the programme?
    There is no application fee - for submitting an application for admission. However tuition fees apply in case you are admitted to the programme. 
  • What are the tuition fees for the programme?
    For the latest detailed information regarding tuition fees as well as for different types of tuition fees please consult this page.   
  • Can I work next to my studies?
    In case you want to know more about job possibilities and legal regulations please visit the website providing advice on working in the Netherlands. Please mind that the programme is academically demanding and combining a job with studies might be challenging, though. 


Application procedure
  • When can I apply?
    The application for the academic year starting in September opens as of October of the previous calendar year.
  • What are the deadlines for applying to the programme?
    The academic year runs from September 1 until August 31. Applications should reach us by May 15 (for non-EU/EEA students) and July 1 (for EU/EEA students) of the calendar year in which you wish to start your studies on September 1, but we advise you to apply as early as possible. 

    Non-EU/EEA students intending to apply for one of the scholarships offered by the faculty should also mind the application deadline for tuition waiver or Holland Scholarship.
  • Can I apply without having obtained my diploma before the application deadline?

    If you have not yet completed your Bachelor’s degree but expect it to happen until August 31, please attach to your application an official copy of your most recent transcript of academic record(s). In case the transcript (grade list) does not contain accurate enrolment data (date on enrolment, name of the programme and the degree you are studying for, the number of credits obtained and to be obtained) you need to provide an official statement of your university with the date you expect to complete all the requirements necessary for graduation, mentioning your enrolment details. Until we have your documents you might receive a conditional offer, which might become unconditional if we receive the missing documents (diploma and final transcript of academic record(s)) before the beginning of the academic year. An example of a statement of expected graduation can be found here. Please note: The sample document has been altered to protect the privacy of its owner. Its only purpose is to give an example of a document.

    Some universities do not issue diplomas until late summer or even early autumn - even if technically you already have graduated. If this applies to your university, please ask them to issue an official statement of the fact of graduation, proving you have completed all requirements needed for graduation. This document must be submitted to programme administration no later than August 20. In case it does not happen, your offer of admission (conditional) will be revoked and you will not be able to start the programme.
  • Can I submit the proof of English proficiency later, after I submit the application?
    You may submit the proof of English proficiency later, but until then your application will be viewed as "incomplete" and will not be assessed. Please mind that it can take up to a month to receive the results of most English language exams. We therefore strongly advise to schedule the exam well in advance of the application deadlines. You can submit the missing proof of language proficiency no later than the application deadline.
  • How do I get certified copies of documents?
    A certified copy is a copy of a filed document, legal or other, which contains a seal and a signature that establish that the document is genuine, a true copy. A document may be certified by an official authorised person (a university, a notary, a sworn translator etc.). For applicants with Dutch prior education a "digitaal uittreksel diplomagegevens" is counted as a certified document and it does not require a hard copy. For the students of our own faculty certification is not necessary
  • Do I have to submit a reference letter?
    No, it is not mandatory. You may add the letter as an additional evidence if you believe it might contribute to your profile.  We do ask for the contact details of possible academic referees, though. We might contact them if we have additional questions. 
  • How can I get an official translation of my documents?
    An official translation is normally done by a registered sworn translator normally associated with a notary. Alternatively, an institution issuing the respective document may be rightful to issue official translations. Please note that you must send a copy of the documents in the original language along with the translation.    
  • What happens after I submit the application?

  • Are there interviews for applicants?
    An interview is not a part of our standard admissions process. 
  • I seem to meet the minimum eligibility criteria. Is my admission guaranteed?
    Selection and admission are based on applicants' credentials and every application package is viewed as a combination – In the light of the applicant pool of the given year.
  • I do not meet all the eligibility criteria but I have relevant work experience, can I be admitted?
    No, work experience cannot be used to compensate for the missing admission requirements.

  • Can my eligibility be assessed before I officially apply for admission?
    The eligibility of your prior education can only be determined after you have submitted an application and only after we have received all requested documents. Prior inquiries will be purely hypothetical. For this reason, we encourage you to officially apply for admission. You can also assess your eligibility yourself by taking a look at the detailed admissions criteria on this page. We have tried to make the criteria as transparent as possible.  
  • Who needs to apply for a residence permit and/ or entry visa?

  • Is the programme taught part-time?
    No, it is a full-time programme.
