dr. (Jannes) JJ Willems
Jannes Willems is a postdoctoral researcher at the Department of Public Administration and Sociology, Erasmus University Rotterdam. He has conducted research in the fields of climate adaptation, water management, infrastructure (re-)development and spatial planning. His expertise lies in institutional analysis, discourse analysis, organisational learning and transaction-cost economics. Jannes is part of the EUR RePolis research group that focuses on citizen initiatives.

Jannes Willems is a postdoctoral researcher at the Department of Public Administration and Sociology, Erasmus University Rotterdam. He has conducted research in the fields of climate adaptation, water management, infrastructure (re-)development and spatial planning. His expertise lies in institutional analysis, discourse analysis, organisational learning and transaction-cost economics. Jannes is part of the EUR RePolis research group that focuses on citizen initiatives.
Currently, Jannes participates in the following three projects:
- Blue-Green Infrastructures through Social Innovation (BEGIN): an European Interreg-project in which ten City Councils are creating green urban water infrastructures in an integrative way;
- NWO VerDuS SURF Pop Up research project on mainstreaming the approach of Water Sensitive Rotterdam and Amsterdam Rainproof in regular urban climate adaptation practices;
- Governance Marker Wadden (KIMA): research on adaptive governance in the national water project Marker Wadden.
Previously, Jannes was affiliated with the Department of Spatial Planning & Environment at the University of Groningen, where he completed his PhD dissertation (2018) on institutional change in Dutch waterway management in response to the development of ageing infrastructure assets.
He holds a Research Master degree in Regional Studies (cum laude) and a Bachelor degree in Environmental & Infrastructure Planning, both obtained at the University of Groningen. He has also been a Visiting Student at the Environmental Policymaking & Planning department of the Massachussetts Institute of Technology, USA.
