Partnering with IHI and global regulators to drive safer, smarter care

The Expert Group on Health & Care Regulation has joined forces with the Institute for Healthcare Improvement (IHI) and regulatory experts from three leading international regulators: the Care Quality Commission (England), the Norwegian Board of Health Supervision, and the Health and Youth Care Inspectorate (Netherlands). 

Together, we are reimagining health and care regulation — transforming it from a system of enforcement into a trusted and impactful driver of healthcare safety and quality. By empowering regulatory organizations to act as enablers rather than enforcers, we create real benefits for patients, healthcare professionals, and organizations alike.

Our collaboration is guided by four key pillars:

  1. Promote regulation as a science and a driver for improvement
  2. Enhance education and knowledge sharing
  3. Increase visibility and impact of regulatory research
  4. Strengthen networks, collaboration and community-building among regulators, service users and regulatees.

Currently, the team is developing a collaborative viewpoint on the future of healthcare regulation and actively sharing insights through workshops and presentations at national and international conferences, including the Nordic Supervisory Conference in September 2025. 

We are also exploring innovative ways to foster knowledge exchange and dialogue — through webinars, publications, and other interactive platforms —helping regulators and healthcare organizations learn, grow, and continuously improve.
