Project description
We conducted a formative evaluation of the project of creating a regulatory frame for Good Governance by the Dutch Health and Youth Care Inspectorate. Moreover we conducted a case study on governance and regulation of quality and safety in Dutch hospitals to reveal the processes that formed and developed the concepts of governance and regulation. We found that governance and regulation are intertwined; regulation shapes governance and is simultaneously shaped by changes in the meaning of governance. Insight into these processes is important to better understand what is defined as ‘‘good governance’’ and ‘‘good regulation’’ in a certain context.
Inspired by the literature on institutional layering and institutional work, we aimed to make a contribution to the theoretical concept of institutional layering. Combining institutional layering with a focus on the lived experiences of actors and their institutional work makes it possible to move into the layered arrangement and better understand its consequences.
