This project centers on examining the National Health Care Institutes (ZIN) role in enhancing healthcare system resilience and Appropriate Care.

The primary research question and sub-questions to be addressed are as follows:

What role does ZIN play in steering towards a resilient and sustainable health system during crises and disasters?

  1. What lessons can we draw from the role of HTA agencies in steering for health system resilience, based on their work during and in the aftermath of the COVID-19 pandemic?
  2. How can ZIN influence (the stimulation of) health system resilience during and after the health system faces a shock, in relation to established policies and practices such as the pursuit of Appropriate Care?
  3. What is the role of citizens and patients in the work of ZIN in steering towards and valuing a resilient and sustainable health system, and how can ZIN include and stimulate patient and citizen participation?

To address our research questions, we will begin to summarize the existing knowledge on the sustainability and resilience of healthcare systems. This summarization, although not intended for formal publication as a paper, will involve experimenting with the utilization of AI tools to enhance and streamline the process. While our primary focus will be on the Dutch health system, we will also consider the broader European context. Following the literature review, we will conduct empirical research, including ethnography, interviews, and document analyses. Throughout the empirical research, particular attention will be given to examining and reflecting on the role of patients and citizens. For the first paper, retrospective research on the role of ZIN and NICE during the covid-19 pandemic will address the first sub-questions. 

Subsequently, two in-depth case studies will explore the processes through which ZiN fosters resilience and Appropriate Care. The first case study will focus on ZiN's initiatives in promoting digital and hybrid care. The specifics of the second case study will be determined during the first year based on the needs of ZIN and insights gained from the retrospective study. Potential subjects include an exploration of the international dimensions of ZIN's work or a focused examination of another department within ZIN, such as the area of risk equalization. Finally, a tool will be developed and implemented to assist ZiN, and its impact will be evaluated.
