Sigrid Hemels appointed as State Councillor at the Council of State

The Council of Ministers has approved the proposed appointment of Professor Sigrid Hemels as State Councillor in the Advisory Division of the Council of State on Friday, 28 January 2022. Hemels, who will take up this position as of 1 June 2022, will remain associated with Erasmus School of Law as Professor of Tax Law for one day per week.

Dean of Erasmus School of Law, Professor Harriƫt Schelhaas, responds to the forthcoming appointment of Sigrid Hemels: "On behalf of the board, I wholeheartedly congratulate Sigrid on this honourable appointment. Be it in a part-time position, I am happy that she will continue to be associated with Erasmus School of Law."

About Sigrid Hemels

Sigrid Hemels (1973) is currently Professor of Tax Law at Erasmus School of Law, a visiting professor at the Lund University School of Economics and Management in Sweden and PSL counsel at the law firm Allen & Overy in Amsterdam. She studied economics of taxation in Rotterdam and obtained her PhD at Leiden University in 2005. Her research partly focuses on tax incentives for charities and the arts and private patronage but also includes topics of European tax law and gender equality and tax.

About the Council of State and the Advisory Division

The Council of State is a constitutionally established advisory body in the Netherlands to the government and parliament. Like the Netherlands Court of Audit and the National Ombudsman, the Council is one of the High Councils of State. These are bodies regulated by the Constitution, which carry out their tasks independently of the government. The Council of State must be consulted by the cabinet on proposed legislation before a law is submitted to parliament.

As its name implies, the Advisory Division advises the government and parliament on legislation and governance, such as the Budget Memorandum and tax plans. It also exercises independent supervision on the European rules on budgetary policy. The advisory division consists next to its chair of 14 state councillors, one of them with specific tax expertise.
