The latest special edition of the Economic Outlook Rotterdam 2025 (EVR 2025), published by Erasmus UPT, Erasmus School of Economics and NEO Observatory, sheds new light on the economic relationship between Rotterdam and Delft. The study shows that both cities have much to offer one another, but that their collaboration and economic interconnection could be strengthened even more.
The publication confirms what has long been assumed in policy circles: Delft serves as a breeding ground for knowledge, talent and innovative enterprise for Rotterdam, while Rotterdam acts as the urban and economic powerhouse, offering space, facilities and international connections that benefit Delft.
However, the analysis reveals that actual economic interaction, such as commuter flows and business linkages, remains limited. Only a small proportion of Delft residents work in Rotterdam, and vice versa. Yet Delft is the largest source of new companies relocating to Rotterdam over the past five years.
Call for a joint regional strategy
The researchers identify significant potential for deeper collaboration, particularly in the fields of energy and cleantech, maritime technology, medical innovation and digitalisation. They call for a shared regional strategy that strengthens the complementarity between the two cities.
‘The connection between Rotterdam and Delft is crucial for the future of South Holland’s knowledge economy,’ says Merten Nefs (Erasmus UPT). ‘One city offers space, accessibility and diversity; the other excels in knowledge, research and entrepreneurship. By linking these strengths more effectively, the region can become more competitive internationally.’
The special also includes inspiring international examples, such as Vienna–Graz and Helsinki–Turku, where cities with different profiles have become stronger together by focusing on shared missions and innovation.
