The balance between ‘autonomy’ and ‘control’ is a central source of tension for policy advisory bodies. On the one hand, the autonomous position of policy advisory bodies is important to be able to work critically and independently. On the other hand, policy advisory bodies are formally controlled by government. For example, in the Netherlands the government finances the bodies and the researchers/advisors are formally employed by the government. This creates a paradoxical situation for policy advisory bodies, in which they continuously search for a balance. This thesis describes a study investigating this balance. How are semiautonomous policy advisory bodies positioned? Are some more autonomous than others? What type of dynamics can be observed between policy advisory bodies and government? The thesis is based on an international comparative study of eighteen OECD countries, an in-depth study of the Netherlands, the United Kingdom and Sweden, and three Dutch case studies of the SCP, the RVS and the RIVM.
