Biography

Dr. Florin Coman-Kund is Associate Professor in European Union Law (part-time) at Erasmus School of Law, Erasmus University Rotterdam, where he also acts as academic coordinator of the LL.M Programme ‘International and European Law’. He is also a Senior Expert in EU Governance (part-time) at the European Institute of Public Administration (EIPA) Maastricht, where he also acts as the chair of EIPA’s Scientific and Editorial Committee (SEC). His expertise covers institutional, substantive and procedural aspects of EU public law and governance.

Fields of expertise

Dr. Florin Coman-Kund has a particular interest and expertise in European Union (EU) constitutional and administrative law, as well as in EU multilevel governance. His main focus lies on fundamental principles of EU law and governance, legitimacy, accountability and legal review of EU executive action, institutional, substantive and procedural aspects pertaining to EU integrated public administration, expert-based decision-making processes, EU regulatory instruments and better law-making. Thematically, his main areas of interest encompass the EU Area of Freedom Security and Justice (AFSJ), EU aviation safety, EU financial and banking supervision, EU data processing/data protection and artificial intelligence (AI), EU GMO regulation, as well as EU external administrative action. He is pursuing legal research in context, by using empirical qualitative methods and case study research, and by integrating legal approaches with insights from other disciplines such as political science, public administration, and argumentation theory.

Professional experience

Dr. Florin Coman-Kund has extensive experience with designing, coordinating, and delivering courses and trainings for students and practitioners in various areas of EU law and governance (General public EU law, EU administrative law, EU agencies, EU decision-making and inter-institutional relations, EU delegated and implementing acts, Legislative drafting, Better law-making, EU data protection and AI, Area of Freedom, Security and Justice (AFSJ), EU free movement and the Internal Market, Research design and methodology for PhD researchers).

After obtaining an LLM in International and European Law at the University of Amsterdam, he completed a PhD degree at Maastricht University with a dissertation on “European Union Agencies as Global Actors. A Legal Study of the European Aviation Safety Agency, Frontex and Europol” (a monograph based on his PhD dissertation has been published by Routledge in 2018). He is a member of prominent professional organisations and networks such as the Standing Committee of Experts on International Migration, Refugee and Criminal Law (the ‘Meijers Committee’), the Centre for the Law of EU External Relations (CLEER) Network, T.M.C. Asser Institute (The Hague), the Ius Commune Research School, the Erasmus Centre for Empirical Legal Studies (ECELS), and the Erasmus Centre of Law and Digitalization (ECLD).
