Profile
Maarten studied Business Administration (RUG) and Public Controlling (EUR / ESAA) and obtained his PhD in Public Administration in 2016 on the use of performance information by public organizations (EUR). His research focuses on financial management, performance management and fiscal policy in a variety of institutional and national contexts. Since 2000, he has worked in financial management within the public sector at local, national and international level. In addition to his work for the ESSB, he currently works as a coordinating researcher / specialist at the Netherlands Court of Audit and works on an ad hoc basis for international organizations such as WHO, World Bank and IMF. In 2019, as a co-editor, he published a book containing lessons from 14 international case studies on implementation of performance budgeting. Maarten teaches Financial Management within the master Public Management.
