Indonesia introduced its National Health Insurance (Jaminan Kesehatan Nasional – JKN) in 2014, aiming to achieve Universal Health Coverage by 2019. These ambitious reforms consolidated existing health insurance schemes to form the largest single-payer scheme in the world, with the goal of expanding social health insurance to cover the entire population.

While insurance coverage and the use of health care services have increased under JKN, the reforms have also faced substantial challenges, such as reaching a large informal sector, maintaining financial sustainability, and addressing service preparedness. As Indonesia has transitioned to an upper middle-income country, its health challenges have also evolved. 

Income growth, declining poverty, lifestyle and nutritional changes, and demographic shifts, have contributed to a gradual change in the burden of disease and new public health policy priorities. The 10-year anniversary of JKN coincides with a change in government, as President Joko Widodo will be succeeded by Prabowo Subianto.

Programme

Robert Sparrow will provide an introductory presentation about Indonesia's health insurance JKN, outlining the context and how this has changed over the last decade. This will be followed by Professor Laksono Trisnantoro providing an online presentation about the main achievements and shortcomings of Indonesia's JKN and the current challenges it faces. Laksono is professor of Health Policy and Management at the Gadjah Mada University (UGM) in Yogyakarta, and has been one of Indonesia’s leading experts on JKN since its inception.
