Dissertation in short:
This PhD-project attempts to organize the existing literature on regulatory burden and in particular on regulatory burden in education and to fill the gaps where possible. The central research question is: Which legislative techniques and policy instruments have been or can be applied by the educational legislator to reduce the regulatory burden experienced in primary, secondary and secondary vocational education in the Netherlands?
To answer this question, a multidisciplinary literature review on legal, public administration, legal sociological and behavioral psychology literature is conducted. The research focuses on regulation related to primary, secondary and secondary vocational education in the Netherlands. This means that international literature on the concept of regulatory burden and related concepts will be included in the research, but international literature on regulatory burden in other contexts is excluded. The focus of the research is on the concept of regulatory burden and on the possible influence of the (educational) legislator on regulatory burden experienced by teachers, school leaders and school administrators in primary, secondary and vocational education.
