On Thursday 9 July 2020, P.H.A.M. Hagenaars will defend his PhD dissertation, entitled:’ Instruction and Inability. Cultural Education Policy from Den Uyl to Rutte-III’.

This study describes the strengths and weaknesses of the cultural education policy of the government and parliament during the Den Uyl to Rutte-III period. It shows their views on this, as well as those of advisory councils, education professionals, students, professional journalists and other operators. It concerns opposing but also mutually supporting political ideologies and educational visions that can be seen alternately in the education system; an institutionalized field of influence of the government, educational organizations, advisory bodies, trade unions, sector representatives and the social environment. Since the seventies of the last century, this system has been approached in a socio-constructivist way. As a system in which people define social reality together and want to shape education from there. Nobody disputes that the responsibility for the school system - the system of school levels - legally lies with the national government. However, there are complaints about the lack of an overarching and coherent policy vision on both the education system and the school system of the government. And while education is often about 'wicked problems', politicians and policymakers often respond with short-term policies without asking how big the problem is and who should be responsible for the solution.

The PhD defences will not take place publicly in the Senate Hall or Professor Andries Queridoroom due to the coronavirus. The candidates will defend their thesis online.
