Biography
I research and teach in transnational public law and governance, focusing on the public financing of responses to cliamte adaptation and the UN's Sustainable Development Goals. Here, I focus on the interface between public and private law; public (public or common good) and private interests, and public and private instruments of governance, including the evolving role of experts and expertise, and of 'scientific' data, indicators and technical models, in public governance.
