Exchange at Master level

The Department of Public Administration of Erasmus University Rotterdam is a part of the European Masters in Public Administration Network (EMPA). The network has developed an original and multilateral exchange programme for students and scholars based on the principles of interconnectedness and mutualisation of knowledge and experience. It groups together the leading European universities in the areas of comparative public administration and public policies in a cutting edge programme.

Rotterdam - academic laboratory

The city of Rotterdam is a modern metropolis that has the largest port in Europe and is home to over 170 nationalities, including 50,000 students, as well as many multinational companies. Erasmus University Rotterdam (EUR) plays a prominent role by making substantial contributions to Rotterdam and the surrounding region in such areas as healthcare and economic and socio-cultural development of the city Rotterdam and the region as a whole.

Erasmus University Rotterdam is an international spawning ground for critical academic thinking, driven by a strong emphasis on current social issues. Our focus is on management, organization and policy in the public and private sectors.

Exchange programme

Students are equipped with a keen analytical and theoretical understanding of the international dimension of modern governance, providing a strong basis for many professional roles in international institutions.

Central to our educational philosophy is the idea that students of public administration, whether as full-time students or as practitioners seeking post-entry training, ought to be trained in such a manner that they are adequately prepared to meet the changes and challenges in contemporary governance, both in the Dutch and the European (indeed, in more general terms, international) contexts.

The Department of Public Administration offers various master’s degree programmes, among which the following one-year programmes that are taught in English:

  • Master of International Public Management and Policy (60 ECTS).
  • Governance and Management in the Public Sector (60 ECTS).

Incoming exchange is organized only in the 1st semester, during which 4 students of the EMPA network can be hosted and they can obtain 30 ECTS choosing from a range of the courses offered in the frames of Master of Governance and Management in the Public Sector or Master of International Public Management and Policy. Both courses are taught in English.

Potentially interested exchange students are invited to visit the website for incoming students. Since this website is primarily meant for bachelor exchange students and EMPA exchange is offered at master level it is suggested that potential students keep it in mind while reading the information. Most of the things apply to EMPA exchange students, too – except for the curriculum and academic calendar. Please ignore the information stating that exchange is only possible at bachelor’s level – EMPA exchange is an exception to this rule at the faculty.

Students nominated by their home university coordinators to exchange@essb.eur.nl will be invited to fill out the application form for incoming exchange students. The application is open from April 15 until May 15.
